EP Merge App: Add claim note upon cancelling

Using the BGS API microservice in VRO, add claim note to the cancelled EP 400 after the EP 400 has been cancelled.

Blocking VRO Work (see thread)

• Restore BGS Image Publishing and Deployments  #2066
• validate that BGS micro service build works in dev
• enable local development against BGS mock
• add tests to BGS microservice
• create documentation of BGS micro service

Acceptance Criteria

Within EP Merge App (VRO):

• Once the EP400 has been cancelled, the cancellation reason should be added as a claim note
• Unit Tests
• Integration Tests
