use travis-ci to build wheels and upload to pypi #155

and users will be able to use pip install tensorflow deepmd-kit to install wheels without building it.

Notes:
v1.1.2 has been built and I successfully installed and used it in Google Colab: https://colab.research.google.com/drive/1FTVKNG76nsYaJ_mYywz_R7swa5c7BWEe
