Replace paywall polling with websockets #670

The paywall currently polls for paywall information. All of the polling code needs to be replace with websocket connections.

This is dependent on decred/dcrdata#936

I just closed decred/dcrdata#936 via decred/dcrdata#953, but we do plan to add docs to the pubsub and psclient packages, as well as a few subscriptions for specific addresses and reorgs.
