deps: Update dcrwallet require for syncstatus RPC. #36

The syncstatus JSON-RPC was added to dcrwallet in decred/dcrwallet#1991.
This updates the dcrwallet/v2 require to use this RPC.

This also gives the updated rpc/jsonrpc/types.ScriptPubKey type with a Version field.

I think this also give median time to the block header verbose resp.
