This is a "step" in the journey of calling things "step" rather than "communicator" across TS and Python.
Allow @step, StepContext, etc., while keeping @communicator, CommunicatorContext, etc., working.
Also add aliases in some of the communicator libraries.
We would be able to do a lot of doc and demo work with this change, then wrestle down the rest.
