Migration management script and other changes

• The migration and export clean scripts now have management scripts and commands
• The migration script now records migration details to a summary txt file
• The file location for lotus notes and clean exports are configurable via env var (LOTUS_NOTES_PATH, MIGRATION_DATA_PATH)
• "no_payment" param removed when creating basket session for future invoice, which should fix an error that had blocked internal users paying for future invoices
• Authorised internal users can now configure applications to not send notification emails (both on creation and while in progress)
