Analogous to the existing PipInstall, it would be great to have a CondaInstall plugin. When implementing this plugin, we should take #7102 into account to avoid running into the same caveats as the original PipInstall plugin.

Out of scope
Testing against a real conda repository. The remote calls might result in long tests and flaky tests.
