hi,
managed to build the pgtt. provided the solution file, and instructions. tested with PostgreSQL 11 on 64-bit Win10 (1903). (actually did your tests, need to do extensive tests soon, but the build goes without errors).
the change in the .C source is that certain functions had to be annotated with PGDLLEXPORT as PostgreSQL wouldn't find them.
sorry for the several commits, mismatched the CRLF and had to fix them.
