Hi Dan,
I've added a Configure option for building Perl without taint support. If the user selects this, then any taint-related tests need to be skipped. I've made this change in my checkout of blead, but the right way for this to happen is a release of Encode that is then merged into blead.
This skips the taint tests if your perl was built without taint support.
