How to SetupWatcher for ALL Folders

I'm currently using watcher = New TaskEventWatcher(RootTaskFolder) to monitor events in the root folder.
I'd like to transition to monitoring events in ALL folders?
Is there a clean way to do this?
I'm fine with the notion that while the app is running the watcher would ignore any newly inserted folders.

watcher.IncludeSubfolders = True
