Clean up server-proxy.ts (#5873)

### Motivation and context

This is mostly just refactoring, but there are a couple of bugfixes:

* `deleteTask` now correctly sets the `org` parameter (although I don't
know why this parameter is needed to begin with);
* `getCloudStorageContent` now works correctly when the manifest name
contains special characters.
