as it turns out updating ibc-go to v3.0.0 causes breaking changes and this PR will be released with the next cudos-noded software upgrade. meanwhile another fix was introduced that is compliant with v1.1.0 consensus. it implements WasmSnapshotter manually in the codebase https://github.com/CudoVentures/cudos-node/tree/v1.1.0-fix-sync-state |

snapshots were not exporting contract files which was breaking state-sync. a fix was introduced in wasmd v0.27.0 which also requires updating ibc-go to v3.0.0. there should be no breaking changes
