Summary

Broaden the range of allowed versions of Thor.

Motivation and Context

Thor 1.0 is out and our users should be allowed to update to it.

How Has This Been Tested?

Tests ran.

Types of changes

  • Bug fix (non-breaking change which fixes an issue)
  • New feature (non-breaking change which adds functionality)
  • Breaking change (fix or feature that would cause existing functionality to not work as expected)
  • Refactoring (cleanup of codebase without changing any existing functionality)
  • Update documentation

Checklist:
