This pull request adds a contributing doc, which closes #603. Additionally it updates the code of conduct to include email addresses where users can report misconduct.
This doc was inspired by CONTRIBUTING.md from react-testing-library package, linked to by @LuisOsta in #603.
Notably, I've left out a section on formatting since Prettier does not seem to be working correctly under the current configuration (I've been able to commit some terribly unformatted code in local test commits). There are plans to address this in a future pull request at which time a section on formatting will be added.
