Description of your changes

Added IAM binding resources for folders, projects, and service accounts. I feel this would have many advantages especially with creating compositions and wanting to bundle IAM with resources.

Fixes #13

I have:

  • Run make reviewable test to ensure this PR is ready for review.

I've actually pivoted to functions for this use case.
