fix(datepicker): export MD_DATE_FORMATS and MD_NATIVE_DATE_FORMATS

* Makes the MD_DATE_FORMATS and MD_NATIVE_DATE_FORMATS public.
* Fixes some trailing whitespace in the datepicker readme.

Fixes angular#4534.
