Removed node-sass, use dart-sass

Within this release node-sass is removed, because it was deprecated since October 2020 and can't be installed on all machines.
Dart-sass is now the SASS compiler of choice.

1.13.1 - Multi destination helper

• Removed gulp-multi-dest package
• Updated packages to latest versions
• Created multi-dest helper, based on the gulp-multi-dest package
• Changed import in babel, scss and svg helpers.

1.13.0 - Created Fork, Node >18 support

• Forked Snowdog/frontools
