Layout of main window and dialogs is very poor on high DPI system #255

What steps will reproduce the problem?
1.Run Graph Studio Next with text DPI scaling of 200% 

What is the expected output? What do you see instead?

Toolbar icons are tiny
Drop down for playback speed is too small to read
Playback position readout is too small to read
Filters window font is tiny
Several controls on in the Filters window are truncated
Layout problems on nearly every window in the application

Please use labels and text to provide additional information.

Lots of changes required to improve this.

Improved vertical positioning of seek control and label.
Prevent label being clipped as long as label size authored into dialog is sufficient.
Seek bar as a whole is not resizing at all below a certain minimum size, more investigation needed.

Toolbar is not currently resizing with system DPI on Windows 7 systems but does resize with system DPI on Windows 10. Making toolbar larger overall makes it too large on Windows 7.
