CBG-3283

Restores the 3.0.x cbgt read buffer size, to avoid memory growth in 3.1.1 associated with cbgt/import.

Heap profile before change (single SG, single CBS, 16 partitions):
profile_before

Heap profile after change (single SG, single CBS, 16 partitions):
profile_after

Restores the 3.0.x read buffer size, to avoid memory growth in 3.1.1 associated with cbgt/import.
