Description

Adds short description of rules about when a validator can and can't assign a given key.

LGTM. It could be useful to explain here or in the README how to use the assign-consensus-key cmd from the CLI.

LGTM. It could be useful to explain here or in the README how to use the assign-consensus-key cmd from the CLI.

Is it documented how to use assign-consensus-key from the CLI? I have been searching but I can only find the Key Assignment documentation.
