If the chain is stopped probably it doesn't make sense to retrieve any chain data as it was deleted. This should be checked when getting the phase.

I think it makes sense to keep consumer metadata, initialization and power-shaping parameters, even after a chain has stopped. (Verified this with @MSalopek).

well I was not sure if there's a use case for post-mortem analysis where this command could be useful.

If it's not gigabytes of data - keep it for posterity so various UI tools could show this if they wish. Blockchain powered apps need data on chain to be available, otherwise you need to index all data to have a historic overview.
A consumer chain record is likely around a megabyte, it's not a big deal to keep it around.
If this becomes an issue we can delete these records using a migration at a later time.

metadata is deleted on chain stop. return empty metadata content and just log and error for non-stopped chains.

because I preferred this behaviour from a user perspective than erroring out and not returning anything.
There's no data, so just don't show it. To me user experience is worse to not get anything because of
a chain not having on which I'm not intereseted at all.
But that's my preference, can undo if you don't agree and prefere the old behaviour. just let me know
