fix(ica-host): refactor newModuleQuerySafeAllowList to avoid panic (backport #6436)

Description

This PR introduces the changes to avoid triggering a panic during ICA host keeper instantiation.
The change gets the protofiles using AllowUnresolvable = true instead of using the gogoproto.MergedRegistry() function that returns the files using the AllowUnresolvable = false
