Add multiple architecture types to our CI #241

This issue is not about fixing the bugs that arise from running on different architecture.
This is only about updating our CircleCi setup so that it runs all architectures.

Build ethermint and run all tests across different builders such as:

  • OSX
  • Ubuntu
  • CentOS
  • Windows
  • ...

Also, run against go1.8.3 and go1.9 on all architectures.

and also run across all currently supported versions of those.

Changed the removal lines to removed everything using a wildcard
Changed the the common parameters into variables

Fixes cosmos#238
