Summary
When designing in-place migration we assumed that module migrations will be independent, which turns to be a false assumption.
Problem Definition
In Cosmos SDK, auth has to be migrated before staking, even though auth depends on staking. It was reported that other chains run into problems when testing migrations. So we need a general solution for
Proposal
On of:
RunMigrationschangeVersionMap map[string]uint64type tomap[string]struct {version uint64, priority uint32. This will allow to change the order per plan.migrationsOrderlist of module keys to the app (similarly to init genesis order)The first one is a breaking change and will need to go to the next release. However it will give more flexibility. The second can be backported into 0.44.
