Restructuring of the repo to be generic accross ffmpeg codecs.

Plugin Support

This is a major cleanup of the git repository, removing all the unnecessary files and directories. Furthermore, we are preparing to support the plugin architecture now used in cart, which has improved the codebase and portability of cart.

G723.1 with Libraries v1.0

Library files and binaries needed to run the g723.1 decoder.

Using these libraries can either be achieved by setting the LD_LIBRARY_PATH to the path of the extracted files or by placing these files in the /usr/ directory.
