The PreP partition needs to be the first partition for installation on most ppc systems
including powerVM which IBM is testing openshift installations on.

LGTM, though... how did the multi-arch team have this working before this?

The Multi-arch team always tried it on libvirt with pXe booting. On powerVM, the IBM team installs by burning the image to disk, which is how this issue was uncovered. Also previously in 4.2, the PreP partition was the first partition.
