Update postgres plan in Heroku deployment docs

Changes the command to create a heroku postgres addon

$ heroku addons:create heroku-postgresql:mini

The next cheapest heroku option is "essentials-0"

Might have to revert this. We gain the nav bar but the way messages are set up, now you see two of them.

Messages from allauth entrance.html and messages from base.html

One solution may be to move the messages into main, but I'm not sure if that serves the original purpose of main.html
