At the moment there is no way to directly export css files from the internal stylesheet manager. Perhaps a button "export stylesheet file" would bring more comfort.

There is no export button, but the files are simply there at /assets/css/. So the button would only need to do a passthrough of the available file. Not needed often, but an easy new feature :)
Yes thats right but the css file is compressed into a single line. It would make more sense that the export includes normal multiline css and file by file. I think that should be no big deal. This feature could be very useful if you like to change to sass / compass.
As far as I know, every CSS is available as a single file (though it might be compressed), and then the several files are combined (using the Combiner class).
