The Fedora-36 root and rootless host tests both failed due to timing out after 90 minutes. I don't think these changes should have caused that, so I've rerun them. Changes LGTM once the tests are happy |

Recent intermittent connectivity failures to the chocolatey repo caused a number of jobs to fail. This PR improves the robustness of the task in case this happens in the future.
