Run go mod tidy as part of generate (#755)

Run 'go mod tidy' as part of 'make generate'. This will ensure that it is run prior to passing CI as any modifications it makes will cause 'make checkgenerate' to fail. Signed-off-by: Philip K. Warren <[email protected]>
