Downgrading busybox version in Dockerfile to fix following error,

@pagrawal10 we should indicate that this is a backport of apache#14518 and cherry-pick that commit so that it's clear this is a backport from upstream and not something done specifically in our fork

The extension packaging included both shaded and unshaded dependencies
in the classpath. Shading should not be necessary in this case.
