Enable nightly builds for podvm image

  1. Terraform sets up shared image community gallery
  2. CI workflow to build and push podvm image to it on nightly basis.

Azure: Add terraform code to setup podvm community gallery

The code in this PR will be used to set up static infrastructure
to create community gallery to upload podvm images.
