Azure Provisioner does not have support to provide custom CAA container image support #1293

Right now the provisioner deploys the default image from the kustomization file. We need a way to provide a custom container image that is built to run the e2e test.

Now a user can provide a custom CAA image to be deployed for the Azure
test runs using the property: `CAA_IMAGE`.
