[main] backport patch for flang support

Now that mesonbuild/meson#13323 has been merged, I propose to backport the patch here on the feedstock unconditionally (i.e. currently it's only available from the channel conda-forge/label/meson_dev from the dev branch, see #110).

I don't know the timeline for meson 1.6.0, but in the meantime, this would make life a bit easier in SciPy and elsewhere, and I think the risk of breakage due to this patch is basically zero.

Any concerns with that @conda-forge/meson?

Sounds good to me. This patch should be safe to add. Meson 1.6.0 is several months off, so +1 to merging this if it helps in other places.
