refactor: add / use 'Client._patch_resource' method (googleapis#436)

Add retry support to 'ACL.save', 'ACL.save_predefined', and 'ACL.clear'.

Add 'timeout' and 'retry' support to 'Blob.make_private'.

Toward googleapis#38.
