#24 の提案が消えてしまう件について、v0.23.5やv0.24.3では修正済みのようなので、修正用に追加したHTMLテンプレートファイルを削除します。
このファイルがなくなれば、
https://github.com/decidim/decidim/blob/v0.24.3/decidim-proposals/app/views/decidim/proposals/admin/proposals/_form.html.erb のファイルが自動的に使われるようになるはずです。
