Add third-party notice files for our C dependencies. These are copied directly from the COPYING and NOTICE files in the c-dep repositories. Part of CRDB-43871 Release note: None
Two c-dep license notice files had misspellings in their filenames. This corrects the misspellings. Part of CRDB-43871 Release note: None
