ui: bump cluster-ui to 24.3.0-prerelease.4

This commit bumps cluster-ui version to
24.3.0-prerelease.4 and moves crdb-protobuf-client pkg
from dependencies back to dev dependencies in an
attempt to resolve build issues when exporting
the package.
