c-deps: import rocksdb patch to fix jemalloc + musl builds

This commit imports @tamird's RocksDB patch, "avoid `#include`ing malloc
and jemalloc simultaneously," to fix our musl release bits. This patch
has landed on RocksDB master but isn't in 5.5.1.
