📝 Provide a description of the improvement

Current table modification commands are not aware of the table selection and operate on a single table cell from a selection. A user can insert a column on the right/left or a row above/below the current table cell. Those commands should insert "after" last selected or "before" first selected table cell so the insertion happens outside the selected block.

Other: Added a possibility to insert column or row with multiple selected cells. Closes ckeditor/ckeditor5#6125.
