Allow get_translated helper to fall back to base version of a language #6815

Proposed fixes:

The current get_translated helper gets data from the _translated.[lang] field in the data_dict. There are language variants (for example, en_GB) where the dialect is a minor change, and should fall back to the en value if en_GB is not available.

In my case, we've got interfaces that use the en_GB locale, but the data/schema is split between en and ga (Gaelic) languages.

Features:

@EricSoroos the test failure might be unrelated. want to try merging master?

Yeah, I think it's good to go, with the 1 space removed that lint was complaining about. (and a rebase to remove the conflict)

@amercader Additional logging isn't coming through in circleci -- is there a quick/docker-compose way that you run tests locally?

@EricSoroos If you don't have a local source install I'd try this:

# Clone this docker repo
git clone https://github.com/okfn/docker-ckan

# Replace the `build:` section in `docker-compose.yml` with `image: openknowledge/ckan-dev:2.10` or `image: openknowledge/ckan-dev:master`

# Clone ckan in the `src` folder, checkout your branch
cd src
git clone -b YourBranch YourFork

# boot everything up
docker-compose up 

# Run the tests in the container
docker-compose exec ckan bash -c "pytest -c /srv/app/ckan.ini /srv/app/src_extensions/ckan/ckan/tests"

I haven't tested it so you might have to tweak things!

Yeah, I don't generally have a source install, we tend to do everything in docker-compose. Part of my frustration is coming from talking to someone who wants to get into doing their own CKAN development (on windows even), and the learning curve on following the directions is huge. And when I turn around and say "well, actually we ignore that part and do our own thing" it's not really a good view on anyone.

Ok, with tests running locally (using -vv), I'm getting

for both cases, so the monkey patching for i18n isn't working in the test.

The circle-ci run failed here because it wasn't able to checkout the branch. Can someone with write privs on circleci kick it off again?

* Fixes a two errors when dealing with a encoded url.

* url in question /%EF%AC%81?foo=bar&bz=%AC%81
* This is a unicode character, which can't be decoded from
ascii. Jinja templates will handle this if it's unicode, or if it's
hex encoded ascii, but can't take a non-unicode string in python 2 and
put this in a template.
* The querystring was being quoted, which is incorrect, as:
  1) the special characters in the query string mean something
  2) The rest of the querystring is already quoted. This makes it
  double quoted, as seen in the datastore file
* We don't want to unquote urls before putting them in the template
anyway.
* There was s further error passing this unicode path to the template
resolution, where in posix path, it fails:

The solution here is to make sure it's unicode passed into the
