Develop specification and implementation of v2 of the API.

Main goal here is to make the API more RESTful, as well as supporting a wider array of use cases through features like filter semantics, more controlled fields, etc.

Another ambition is to incorporate as much feedback as possible from outside the organisation, to make it as useful to 3rd parties.
