2. Text on steps running out of area in all langs

3. 311 text doesn't wrap

4. Arrow floats to next line when it should stay inline

5. CSS values initial and unset are not IE11 compatible which is causing 311 list links to be hidden and strange alignment of svg on menu items.

I think can be resolved by ...
updating the css for the li:before element which creates the number by

removing line-heights
adding a height equal to the flex width
adding display inline or inline block or block
