Current behavior:
If my current directory contains the subirectories Package1, Package2 and Package3, and I execute cpack Pakage1\Package1.nuspec, the resulting nupkg contains all of the contents of my current directory including the folders Package1, Package2, Package3 and all of their contents.

Expected behavior:
The resulting nupkg should contain only the contents of the directory containing the nupkg file.

Note:
The previous behavior of the tool matched the expected behavior.

(GH-232) Pack includes files from nuspec directory

Instead of starting at the current directory to use files for the nuspec, use
the nuspec directory as the starting path to look at files.
