Describe the bug
记得曾经提过2.0网络，候选节点也需要运行节点程序才会有收益；
目前我测试一个新账户，注册节点，并自抵押pcx后，奖池金额持续增长，且已经过一个选举周期，奖池金额仍在增长；
地址：5GPCXijT6DS3rDireRHkQAkjm87JwJraQQ6GQtreH5n3sJxt
从交易记录可以查看，我并未绑定session key.

Expected behavior
未运行有效节点程序，不应该收益。
