Add default deployment for ubuntu PPAs (refs #43)

Currently deployed on Ubuntu PPA with these scripts are the following repositories:
Once this is merged, packaging for Ubuntu PPAs can be easily adopted for
A ppa integration is really helpful for travis-ci testing as we can fetch pre-built packages from our own PPA instead of loading and compiling all dependencies for downstream projects. |

Reopen #46, GitHub doesn't seem to support reopening PRs once merged (but un-merged through forced push to older commit).

I suggest we ship our base deploy configurations together with cmake-init.
This PR contains the required scripts for Ubuntu PPA packages, including the required branch recipe for launchpad.
