Alternative to #298.
Also addresses hh-gas-reporter 102 by skipping the price fetch calls if there's no user-provided api key. When the package was first written, price data was free. Then an api key became necessary and we provided a free-tier default key. However, this gets burnt within hours every month and annoys people who are worried about external requests.
