Update test matrix

Updates the testing matrix. Tests are now failing from what seems to be a new version of sqllite that's not compatible with ruby 2.7.7. This removes the old deprecated ruby and also brings the rails versions up to date.

All Submissions:

• My submission passes all tests. (Please run the full test suite locally to cut down on noise from travis failures.)
