feat(balance): Mutant-friendly cooling outfit

Purpose of change

As per - fixes #5678 details, the liquid cooling suit cannot be used with mutated anatomy thanks to its hand and foot coverage. However, hand and foot coverage is still important for wintertime, especially for mutants who struggle to wear most forms of gloves and shoes.

Describe the solution

I added in a suit (no hands, feet, or head) and a mask version of the thermal cooling outfit, plus recipes for them.

Worth noting that it having VARSIZE means it's already eligible for the resizing clothing mod, but this is an option too.
