Revert "release: cargo-binstall v1.4.0" and fix

• Reverts release: cargo-binstall v1.4.0 #1397
• Adds --allow-dirty to cargo publish
• Removes private key file after it's saved in an output/secret to avoid accidentally including it in a crate package
• Adds the public key file to the bin crate before publish and to the packages before packaging
• Uploads the public key file to the release
